TCCII OTÁVIO LÚCIO MUNICIPAL PARK

This paper aims to present the revitalization project of the “Otávio Lúcio Urban Park”, which will be developed to complete the Architecture and Urbanism course at the Alves Faria University Center – UNIALFA. The area was defined based on the current situation, and in 2016 a revitalization project was approved by the City Hall, with public funding. The project was characterized by the implementation of equipment, furniture and accessories that would contribute to improving the quality of life of the community, integration and appreciation of the region, these elements being provided for in the Statute of Cities and in the 1988 Constitution, art. 182, which considers that urban development must be implemented in compliance with regulations and ensuring the well-being of residents in urban centers. The failed attempt to implement the project in 2016, as already mentioned, directly contributed to the worsening of the precariousness of the place and accelerated its process of disuse. According to Lima (1994), “urban parks perform aesthetic, social and environmental functions”, thus contributing to the interaction of individuals from different classes. In the mid-1970s and 1980s, debates arose about the impact that green spaces have on the individual scale and, therefore, on the society in which they are inserted. Studies demonstrated the improved quality of life that also contributed to the creation of public policies that continued projects to create, revitalize and reformulate green spaces in urban centers. Open spaces with vegetation promote integration, create a bond between people and the environment, and directly contribute to awareness and well-being. In the mid-1970s and 1980s, there was a greater concern with developing parks and green spaces in urban centers, and the issue soon received support from the public policy system, through debates that presented data that proved how these spaces positively impacted the individual who began to use them and how they directly influenced the reformulation of actions in the surrounding area. Interventions in urban centers preserve existing systems, protect local identity and propose new functions. Therefore, from conception to application, these premises must be considered, understanding from the macro to the micro and referenced in factual proposals. Case studies will be presented for conceptual and design references, with the Parque Espanha Library project, 15 Medellín being the conceptual reference and the Parque Urbano Kaukari, Chile (design); Parque Boa Vista, Brazil and Projeto Cidade Jardim, Brazil as design references. Therefore, according to the current scenario of environmental degradation and inefficient use, the work will present proposals that will contribute to identifying the dynamics of the community that borders the park area, diagnosing the problems and proposing interventions that contribute to improving the quality of life and socioeconomic improvement of the region.
